Object of the competition review
The object of the competition review is architectural and urban development studies, as well as implementations, which have not so far been submitted in previous years of the “Architect of the Year” and “Architect Award ABF 2009” competitions.Purpose and mission of the competition review

Method of announcement of the competition review
The competition review shall be announced through professional media, on this website and on the website of the Czech Chamber of Architects.Characteristics of announcement of results of the competition review
The organiser will announce the decision on the selection of the best works of the competition review by distributing a report on the course of the competition review by e-mail to all the participants as well as Jury members. The competitors will confirm reception of the report by e-mail. The results will be published in a similar manner as the one in which the actual competition review has been announced.Language of the competition review
The competition review is announced and will proceed in Czech, Slovak and English. Therefore all parts of the documents submitted must be drawn up in Czech, Slovak or English.PARTICIPANTS IN THE COMPETITION REVIEW
Requirements for participation in the competition review for students and young architects
Constructions already implemented may be submitted into the competition review by architects, investors, contractors or developers, but always with the consent of the author(s) of the construction design and the construction owner. Architectural or urban development studies and school works may only be submitted by their authors. The competitor is always the author who is also the one to collect possible awards for the work.Eligible to enter the competition review are students or graduates from architecture, urban development, landscape and garden architecture study branches, as well as self-taught people educated in the branch, whose age has not exceeded 33 years as of the closing deadline for submission of competition works.
In case of a school work being carried out under a professional guidance of a Jury member, the Jury member will abstain from assessing the work. This fact shall be stated in the report on the course of evaluating the competition review. The competitors must not be regular members or substitute members of the Jury, secretaries or reviewers of competition works submitted in this competition exhibition. They also must not be spouses, relatives, permanent design partners, direct superiors or co workers of regular members or substitute members of the Jury and those who took part in the preparation of the competition rules.

Application for participation in the competition review
- Application for participation in the International Review of Implementations and Studies for Students of Architecture, Architects and Self-taught People up to the age of 33 years – see attachment 1
- Affirmation – see attachment 2: in the case of implementation, the written consent of the authors and of the investor, or of the construction owner is necessary.

Payment details (variable code, IBAN, SWIFT) will be sent in a response e-mail after receiving the application. The amount is intended to cover the production of display panels and presentations in the scope of the travelling exhibitions. It is also possible to pay the fee in person upon submission of the competition work to the competition secretary.
Digital part (1x CD or DVD)
TextThe text part will contain brief characteristics of the work – description of the functional design, structural and construction design, location, materials, technologies, exhibition time, etc. (max. 2,400 characters, including spaces, in the DOC format).
A brief abstract of the work (i.e. an abridged text of the characteristics of the work) for the competition catalogue and for presentation of the work on the competition website – max. 1,000 characters including spaces, in the DOC format, in Czech (alternatively in Slovak) and English languages.
Graphic part
For implementations:a) 4–6 photographs (in the TIF or JPG formats, print quality – 300 DPI in a 20 x 30 cm format), which the author considers as necessary for assessment of the work – optional attachment,
b) documentation which the author considers necessary for a correct assessment of the construction (particularly drawings – situation, layout of a typical floor level, a typical cross section view, optionally a chart of the structural design of a construction detail – in one of the following formats: EPS, BMP, PDF, TIF, JPG) – optional attachment,
c) the graphics layout of the panel should correspond to the example panel (available for download from www.yaa.cz) in a printing PDF format, A1, observe the CMYK format – compulsory attachment,
d) photographs for use on the display panel (in the TIF or JPG formats, print quality – 300 DPI in a 20 x 30 cm format), for publication in the competition catalogue and for a possible presentation of the work by the media partners of the competition – compulsory attachment.
For school works:
a) 2-4 architectural perspectives (in the TIF or JPG formats, print quality – 300 DPI in the 20 x 30 cm format), which the author considers as necessary for assessment of the construction – optional attachment,
b) situation, layout of a floor level, typical cross-section view, possibly a chart of the structural design of a construction detail (in one of the following formats: EPS, BMP, PDF, TIF, JPG), possibly other documentation which the author considers necessary for a correct assessment of the construction – optional attachment,
c) the graphics layout of the panel should correspond to the example panel (available for download from www.yaa.cz) in a printing PDF format, A1, observe the CMYK format – compulsory attachment,
d) perspective views for use on the display panel (in the TIF or JPG formats, print quality – 300 DPI in the 20 x 30 cm format), for publication in the competition catalogue and for a possible presentation of the work by the media partners of the competition – compulsory attachment.
For studies:
a) 2-4 architectural perspectives (in the TIF or JPG formats, printing quality – 300 DPI in a format of 20 x 30 cm), which the author considers necessary for a correct assessment of the construction – optional attachment,
b) situation, layout of a floor level, typical cross-section view, possibly a chart of the structural design of a construction detail (in one of the following formats: EPS, BMP, PDF, TIF, JPG), possibly other documentation which the author considers as necessary for the right construction assessment – optional attachment,
c) the graphics layout of the panel should correspond to the example panel (available for download from www.yaa.cz) in a printing PDF format, A1, observe the CMYK format – compulsory attachment,
d) perspective views for use on the display panel (in the TIF or JPG formats, print quality – 300 DPI in the 20 x 30 cm format), for publication in the competition catalogue and for a possible presentation of the work by the media partners of the competition – compulsory attachment.
Specific for the iDnes Award:
For inclusion in the poll on the iDnes web portal (and therefore, for participation also in the iDnes Award competition), it is necessary for the competitors to further provide:
a) a brief CV (age, education, possible awards – e.g. from other student competitions; competitor website may also be provided),
b) a 3D model in the AVI or MPEG format,
c) it is possible to add drawings, visualizations or sketchmaps in a minimum resolution of 72 dpi; JPEG or BMP format (5 pieces at maximum).
Competition work
The documentation of the competition works submitted becomes property of the organiser for the purpose of publicity and presentation of the competition review.MANNER OF SUBMISSION OF THE COMPETITION WORKS
Permissible manners of submission of competition worksThe competition works can be submitted on any business weekday at the time from 8:00 am to 4:30 pm and on the last day of the time period for submission from 8:00 am to 3:00 pm to the secretary of the competition review (see 1.2.).
In the case of sending the competition work by mail, it must be delivered to the secretary not later than by the last day and hour marked as deadline for submission (see 11.4). The responsibility for a timely delivery of the competition work will be borne by the applicant.
ASSESSMENT CRITERIA
The criteria, according to which the competition works will be assessed, are determined with no order of significance as follows:- Quality of the architectural/urbanistic design
- Sustainability from the environmental point of view
The Jury will exclude from assessment all the works which:
a) fail to comply with the announced content requirements
b) do not correspond to the formal requirements of the present Competition Rules
c) were not delivered within the deadline required
THE AWARD
Prizes
- Young Architect Award 2010 in the Implementation category at an amount of CZK 30,000
- Young Architect Award 2010 in the Study category at an amount of CZK 30,000
- Young Architect Award 2010 in the School Work category at an amount of CZK 30,000
- Architekt Josef Hlávka Award in the Study/School Work Category at an amount of CZK 25,000
- CTU Rector Award in the School Work Category at an amount of CZK 10,000
- iDnes Award for the best 3D model of a submitted work
- Construction Forum Award for a construction design showing the path to residential development
Under the conditions specified in Articles 10(8) and 12(1) of the Competition Rules of the Czech Chamber of Architects, the Jury may decide on a different distribution of prizes or non-granting of prizes. It is possible that sponsor’s prizes or partner’s prizes will be granted. The Jury must state the reasons for such a decision in detail in the Report on the Course of the Competition Review.
Taxation regime of the prizes granted in the competition review
The prizes granted in the competition review to natural persons and exceeding an amount of CZK 10,000 will be reduced, pursuant to Section 36(2)(b) of the Act no. 586/1992 Coll. (Income Tax Act), as amended, by the applicable income tax which is to be withheld by the organiser pursuant to the Act no. 337/1992 Coll. (Taxes and Fees Administration Act), as amended, and remitted to the tax administrator.
The prizes granted in competition review to legal entities will be paid out, pursuant to Section 36(2)(b) of the Act no. 586/1992 Coll. (Income Tax Act), as amended, in a full amount and taxed by the legal entity itself as part of its ordinary tax return.
Payment term for prizes: within 50 days from the announcement of results of the competition review.
ESSENTIAL DATES OF THE COMPETITION REVIEW
Date of the Jury establishment meeting – February 11, 2010Date of announcement of the competition review – March 23, 2010
Questions may be sent to the secretary of the competition review in writing (by e-mail or post) by: May 7, 2010
Closing deadline for answering the questions – May 21, 2010
The date of submission of the competition works to the secretary of the competition review personally by a courier or post by: July 15, 2010; by 15 hours
The date of the Jury’s meeting for assessment of competition works is determined as: September 6 – September 8, 2010, with regard to the number of works submitted, but not later than September 7, 2010, 9am
Date of publishing of the results of assessment of the works and deadline for making the works accessible to participants for inspection – September 23, 2010
Deadline for payment of prizes: The prizes and other payments will be paid not later than within 50 days since the final decision of the jury.
The organiser will announce the assessment results to all the participants of the competition review by distributing a report (in Czech and English) on the course of the competition review by e-mail immediately after the official announcement of the competition results.
Public display of competition works
An integral part of the competition is a travelling exhibition of the competition works in the form of display panels (see 6.2 for display panel requirements) organised in cooperation with higher education institutions and universities in the Czech Republic where architecture is taught as a study field.
RESOLUTION OF DISPUTES, OBJECTIONS
Each competition review participant may submit justified objections against the formal steps of the Jury to the competition review organiser within 15 days since delivery of the Report on the Course of the Competition Review. Any possible disputes will be resolved with regard to Art. 13 of the Competition Rules of the Czech Chamber of Architects.CLAUSE ON ACCEPTANCE OF THE COMPETITION RULES
Consent of the organiser, secretary, reviewer and Jury members with the rules of the competition review
By taking part in the competition review, the organiser, secretary of the competition review, reviewer and Jury members confirm that they have made themselves familiar with all the rules of the competition review, and agree to respect and adhere to these competition rules as to a contract. By submission of the competition works, the participants express their consent with all the rules of the competition review as a contract and with the decisions of the Jury members made within the scope thereof and in accordance therewith.CLAUSE ON COPYRIGHT AND PUBLISHING OF COMPETITION WORKS
Copyright of participants
The authors of competition works retain their copyright, they may publish their competition works and may re use them on other occasions.Consent with the author’s work use for the purpose of this competition review
The competition works become property of the organiser of the competition review (see 6.4). The authors grant the organiser their consent with the use of their work for the purposes of this competition review. The use of the author’s work for any purposes other than the ones referred to in these competition rules is, however, subject to an express consent of the authors. The CDs (DVDs) and printed sets will be returned to the authors after the end of the exhibition and only on request.Consent of participants with the display of competition works
By submitting the competition works, the participants express their consent with a free-of-charge reproduction and display of their competition works in the scope of promoting the competition review and its results.Report on the course of the competition review
The secretary, or another person authorised by the Jury chairperson, will make a report on the course of the competition review from all the Jury meetings, the correctness of which will be authorised by the signatures of all the Jury members and the recording person.The report on the course of the competition review particularly includes the minutes from the Jury meetings, list of all competition works assessed, decisions on the results, decisions on the distribution of prizes including their justifications, and an attendance list from each meeting of the Jury.
A copy of the report on the course of the competition review, together with the decisions on results, will be distributed by the organiser to all the participants of the competition review, as well as for attention of the Czech Chamber of Architects.
APPROVAL OF COMPETITION RULES
The present competition rules have been discussed and approved by the Jury at its establishment meeting held on February 11, 2010 in Prague.The present competition rules have been approved as final by the organiser on March 15, 2010 in Prague.
The present contest conditions have been found fair and approved by the Czech Chamber of Architects in the letter of dated March 22, 2010, under the ref. no. 586-2010/TC/Ce.
